Departments aqueduc super performant

I don't really want to say negative messages and don't get me wrong, the people who picks up the call have all been kind people, but it really is a joke at this point. It has been close to 6 weeks since the first call to request a closing a water valve connecting from the street to the house.

They said a personnel will come check the location and status of the valve whether it needed a repair or not before making an appointment. When they first came, they couldn't figure out where the valve was located so they told me they'll come back the next day with better equipment. Understandable. The nex day ended up being the day there was a storm so they didn't come that day. Also understandable. After the storm, for the next two week or so, the people were apparently too busy dealing with the aftermath of the flooding that they couldn't send personnel. I get it. At this point, it's been about 4 weeks since the initial call.
I believe that I am a fairly patient person, but here's where I start having issues. When I called on the 5th week, the personnel apparently stated that the valve needed a repair, to which they were contacting the a repair crew about it. So the repair crew came. Great. But then they come ringing the doorbell and their question was if I knew where the valve was located, like what? It wasn't really an issue because they had proper equipment to find it, but why? I thought you knew where the valve was. That would be why a request for repair was made, no? How would you know the valve was faulty if it was never found to begin with? So at the very least, from my perspective, it is either
A: the personnels that first came and supposedly never came back(From what I know) straight up lied about checking the valve and just asked for repairs
or B: the personnels did come back, check and found out that it needed repairs and told as such, but the management of this ticket was disorganised enough to notify the workers called for repair the location of the valve.
I don't see any other explanation for the workers asking us for the location and having to find it themselves. Not to mention that both cases are bad either way.
I let that slide as well because at the end of the day, they did find out where the valve was and checked that the valve was working properly(maybe did do some repair as well? I am not sure, but I would assume they did considering how long they were working on the valve).

So the valve was finally found and working. It took 5 long week, but it is working! So you would think I can now make an appointment. WRONG. I called asking for an appointment to be made only to be told that they haven't received an update regarding their status for the repair of the valve and that they would call back once it's good. Okay, that's fine. I'll wait. Few days later, I get a call from them. I thought NOW I can finally get an appointment for once, but then, they tell me they are still "busy" solving tickets related to the flood that happened, that my case was not a "high priority" and they would call back once they can make an appointment.

I mean. Seriously. It's been over 3 weeks since the flood and you still can't get just a small crew to just close the valve in the morning and come back to close it later in the day? I would have understood if my case needed more work, but it's literally closing and reopening the valve. Like, C'mon. The actual work would be done by a plumber that we will be contacting to repair the pipes.
Yes, the entire reason for contacting in the first place was to just fix a leak in our house.
Even as of today, there has not been a callback to make an appointment.
I am also going to point out that there was a call every single week for an update of the situation. There was about 5 or 6 calls in total. Out of those calls, 1. Just 1 is a call THEY made to us and that was to say that was the one they said my case was not a "high priority" so they couldn't make an appointment.

It's nearing the end of the 6th week and the start of the 7th.
No matter how patient I am, there is a limit.
